SHER Programme Supports the Strategic Planning Process of the Kosovo Accreditation Agency

SHER Programme launched its official support to the Kosovo Accreditation Agency (KAA) in the development of its Strategic Plan for the period 2026–2030. As part of this initiative, SHER Programme will provide expert guidance and technical assistance to the Working Group established by the KAA, ensuring a coherent, participatory, and forward-looking strategic planning process.

On 16 April 2025, the first meeting of the Working Group was held, marking the successful launch of the strategy development process. The meeting served to review, finalize, and approve the proposed methodology and dynamic plan, which will guide the upcoming phases of the strategy’s development. This initial session also provided space for discussions on key elements of the vision and stakeholder engagement approach.

SHER will provide expert support throughout the process, including designing consultation instruments, facilitating workshops, assisting with situation analysis, and contributing to the drafting of the strategic document. Mr. Aqim Emurli, Team Leader of the SHER Programme, is serving as an official member of the Working Group, ensuring close alignment between technical assistance and institutional needs.

The meeting was chaired by Dr. Hasnije Ilazi, President of the State Quality Council, and Mr. Naim Gashi, General Director of the KAA. Both emphasized the importance of a transparent and inclusive process that reflects the needs of higher education institutions and contributes to further institutional development.

Through this engagement, the SHER Programme reaffirms its mission to contribute to sustainable reforms in higher education in Kosovo by supporting key national institutions and fostering a culture of quality, accountability, and innovation
