Event on the review of public HEI statutes from an international perspective

On 23 May 2025, SHER in cooperation with the Ministry of Education, Science, Technology and Innovation (MESTI), organized a joint event focused on the reform and modernisation of the Statutes of Kosovo’s public universities.

The event was officially opened by Mr. Bekim Samadraxha, Department of Higher Education and Science of MESTI, Ms. Arrita Gola, MESTI Minister’s Cabinet and Mr. Aqim Emurli, SHER Team Leader. In their opening remarks they stated the importance of revising the statutes as a meaningful step toward modernizing university governance frameworks and aligning with international higher education practices.

The event brought together rectors and other representatives from public universities engaged in this process. This high-level meeting followed a week-long series of intensive working sessions led by the SHER Programme across five public universities, where university working groups engaged in discussions on initial analyses and expert recommendations for Statute revision. The event emphasized the importance of aligning university Statutes with European and international standards, and of advancing institutional governance and autonomy within the public higher education sector. It also reflected continuity from the successful Statute reform of the University of Prishtina, carried out under SHER’s predecessor, the HERAS+ Project.

Both SHER and MESTI reaffirmed their joint commitment to supporting legal and institutional reforms that promote quality, transparency, and long-term sustainability in Kosovo’s higher education system.

SHER is funded by the Austrian Development Agency, co-financed by the Ministry of Education, Science, Technology and Innovation, and implemented by WUS Austria, ZSI and OeAD.
