On 05 Feb 2025 SHER Programme, in cooperation with the Ministry of Education, Science, Technology, and Innovation (MESTI) and the University of Prishtina (UP), facilitated a one-day workshop to support the implementation of Performance-Based Funding (PBF) for public universities in Kosovo. This marks an important step in process of implementing the PBF system, particularly as the University of Prishtina operates under its newly enacted Statute of the University and the newly appointed leadership.
The workshop provided an overview of the PBF system and the Administrative Instruction on PBF, engaging a broad working group that included representatives from MESTI, UP Vice Rectors, and key academic and administrative staff. Participants discussed the structure and objectives of the PBF system and discussed the main instruments that will guide its implementation, including the draft template for the PBF Agreement. Through interactive sessions, attendees worked on refining the agreement, gaining insights into the criteria, strategic priorities, and funding mechanisms that will shape the process.
A key outcome of the workshop was the shared understanding that a comprehensive data collection process is essential to ensure an informed and evidence-based approach. To support this, SHER experts will be engaged along with UP working group in gathering data and compiling the draft agreement between MESTI and UP. Additionally, there was a consensus that the first phase of implementation will take the form of a one-year pilot agreement, allowing room to assess its effectiveness before full-scale adoption.
